The Mayor’s Chaplain Father Mark Prevett opened the Meeting in Prayer.

Apologies for absence were received from Councillor S P Brown and Councillor L E Smart.

Members of the Council are reminded of their personal responsibilities to declare any personal and prejudicial interest in respect of matters contained in this agenda in accordance with the provisions of the Local Government Act 2000, the Council’s Constitution and the Members Code of Conduct.

Note:

a.    Members are reminded that they must identify the item number and subject matter that their interest relates to and signify the nature of the personal interest; and

b.    Where Members withdraw from a meeting as a consequence of the disclosure of a prejudicial interest they must notify the Chair when they leave.

• Retiring Mayor’s Address

• Presentation of the Past Mayor’s Medallion to the outgoing Mayor of the Council

Councillor T Chaplin proposed Councillor M Davies as Mayor for the Municipal Year 2016 – 2017 and was seconded by Councillor K Moran.

Councillor G Jones entered the Meeting at 5.05 pm.

Councillor D Davies entered the Meeting at 5.08 pm.

Resolved unanimously that:

Councillor M Davies be elected as Mayor for the Municipal Year 2016 – 2017.

The retiring Mayor Councillor D Isaac then addressed the Council giving details of his year as Mayor.

Simon Jones then presented Councillor D Isaac the retiring Mayor with the Past Mayor’s Medallion and also presented Mrs Deborah Isaac the outgoing Mayor’s Consort with the Past Consort Pendant.

• The Civic Party will retire for the exchange of Regalia and Chains of Office

• The Civic Party will re-enter the Council Chamber and the Oaths of Office will be administered by the Chief Executive to the incoming Mayor and Deputy Mayor

• The incoming Mayor will address the Council in thanks for her election to the Office of Mayor and will propose a vote of thanks to the outgoing Mayor

• Presentation of bouquets

Councillor D Jones proposed Councillor S Slater as Deputy Mayor for the Municipal Year 2016 – 2017 and was seconded by Councillor J McCarthy.

Resolved unanimously that:

Councillor S Slater be elected as Deputy Mayor for the Municipal Year 2016 – 2017.

The Civic Party then retired for the exchange of Regalia and Chains of Office.

The Declarations of Acceptance of Office were administered to the Mayor and the Deputy Mayor by Simon Jones.

Councillor M Davies addressed the Council thanking the Members for her election to the Office of Mayor.

A bouquet of flowers was then presented to Mrs Deborah Isaac the Outgoing Mayoress.

To consider report of the Chief Executive.

Resolved that:

The appointment of Members to Committees 2016 / 2017 as outlined in Paragraphs 4.0 to 11.0 of the report be agreed.

To consider report of the Chief Executive.

Resolved that:

The Committee Cycle for the Municipal Year 2016 / 2017 be agreed.

To consider report of the Chief Executive.

Resolved that:

(a)  The representatives as set out in Paragraph 5.0 of the report be agreed

(b)  Delegated Authority be granted to the Political Leaders in the event of a vacancy arising to nominate representative(s) and to supply such agreed nomination to the Chief Executive

(c)  Consideration be given to the submission of a report to the Standards Committee regarding the appropriate dispensation for Champions

The Mayor advised that there was no other business deemed urgent.

Apologies for absence were received from Gerald Jones MP, Freemen of the Borough Lord Ted Rowlands CBE, Mr Stan Thomas OBE and Major Tudor Price MBE.

A Message had also been received from Mr Martin Mansfield General Secretary Wales TUC passing on the congratulations of the Wales TUC General Council to Councillor M Davies on becoming Mayor.
