The Reverend Caroline Owen opened the Meeting in Prayer.

No apologies for absence were received as all Members were present.

Members are reminded of their personal responsibility to declare any personal and prejudicial interest in respect of matters contained in this agenda in accordance with the provisions of the Local Government and Finance Act 1992 relating to Council Tax, the Local Government Act 2000, the Council’s Constitution and the Members Code of Conduct

Note:

(a)  Members are reminded that they must identify the item number and subject matter that their interest relates to and signify the nature of the personal interest and

(b)  Where Members withdraw from a Meeting as a consequence of the disclosure of a prejudicial interest they must notify the Chair when they leave

No Declarations of Interest were made.

·         Retiring Mayor’s Address.

·         Presentation of the Past Mayor’s Medallion to the Outgoing Mayor of the Council.

Councillor D Hughes proposed Councillor D Sammon as Mayor for the Municipal Year 2022/2023 and was seconded by Councillor J Davies.

Councillor D Roberts then moved an amendment and proposed that Councillor S Thomas be Mayor for the Municipal Year 2022/2023 and was seconded by Councillor C T Jones.

A Recorded vote was then requested for the motion and the amendment and the Deputy Monitoring Officer advised that support from five Members was required for a Recorded Vote and requested a show of hands and confirmed that the number had been met and a Recorded Vote would be undertaken.

A Recorded Vote was then taken on the following Motion:

That Councillor S Thomas be appointed as Mayor for the Municipal Year 2022/2023

Therefore, the Motion fell.

A recorded Vote was then taken on the following Motion:

That Councillor D Sammon be appointed as Mayor for the Municipal Year 2022/2023

Therefore, it was unanimously

Resolved that:

Councillor D Sammon be elected as Mayor for the Municipal Year 2022-2023.

The retiring Mayor Councillor M Colbran then addressed the Council.

The Deputy Monitoring Officer then presented the past Mayor’s Medallion to Councillor M Colbran.

The Deputy Monitoring Officer also presented the Mayor’s Consort, Nicola Bridges with the past Consort’s Pendant.

·         The Civic Party will retire for the exchange of Regalia and Chains of Office.

·         The Civic Party will re-enter the Council Chamber and the Oaths of Office will be administered by the Deputy Monitoring Officer to the incoming Mayor and Deputy Mayor.

·         The incoming Mayor will address the Council in thanks for their election to the Office of Mayor and will propose a vote of thanks to the outgoing Mayor.

Councillor G Thomas proposed Councillor M Colbran as Deputy Mayor for the Municipal Year 2022/2023 and was seconded by Councillor L Mytton.

Councillor D Roberts then moved an amendment and proposed that Councillor S Thomas be Deputy Mayor for the Municipal Year 2022/2023 and was seconded by Councillor J Scriven.

A Recorded vote was then requested and the required number in support of a Recorded Vote was met by a show of hands.

A Recorded Vote was then taken on the following Motion:

That Councillor S Thomas be appointed as Deputy Mayor for the Municipal Year 2022/2023

Therefore, the Motion fell.

A recorded Vote was then taken on the following Motion:

That Councillor M Colbran be appointed as Deputy Mayor for the Municipal Year 2022/2023

Therefore, it was unanimously

Resolved that:

Councillor M Colbran be elected as Deputy Mayor for the Municipal Year 2022/2023

The Civic Party then exchanged Regalia and Chains Office.

The Declarations of Acceptance of Office were administered to the Mayor and the Deputy Mayor by the Deputy Monitoring Officer.

The Mayor Councillor D Sammon then addressed the Council.

Councillor L Mytton proposed Councillor G Thomas as Leader of the Council and was seconded by Councillor A Barry.

Councillor C T Jones then moved an amendment and proposed that Councillor D Roberts be Leader of the Council and was seconded by Councillor B Carter.

Comments were then made by Members in relation to the Motion and the Amendment.

A Recorded Vote was then requested and the required number for a Recorded Vote was met by a show of hands.

A Recorded Vote was then taken on the following Motion:

That Councillor D Roberts be appointed as Leader of the Council

Therefore, the Motion fell.

Councillor D Roberts then stated that he would like recorded that he had ‘reached out to Independent Group Leaders and Councillors to explore if a more stable administration could be formed.  An administration that could have been unified and jointly work together to address the serious challenges that we will face over the coming years.  Unfortunately my approach was dismissed.  This Labour Group of fifteen Elected Members will work to deliver the best we can for the vital services this Council delivers’.

A Number of Members then spoke in relation to the Motion

A Recorded Vote was then taken on the following Motion:

That Councillor G Thomas be elected Leader of the Council.

Therefore, it was

Resolved that:

Councillor G Thomas be elected as Leader of the Council.

To consider report of the Chief Executive

The Chief Executive referred the Council to the ‘Appointment to Committees 2022-2023’ report.

Resolved that:

(a)  The change to the Governance and Audit Committee be noted

(b)  The Committee Structure and Titles be approved

(c)  The appointment of Members to Committees be deferred to the next Full Council Meeting

To consider report of the Chief Executive

The Chief Executive referred the Council to the ‘Committee Cycle’ report,

Resolved that:

(a)   The Committee Cycle for the 2022/2023 Municipal Year be approved

(b)   The Provisional Committee Cycle for 2023/2024 be approved.

To consider report of the Chief Executive

The Chief Executive referred the Council to the ‘Representatives to Other Bodies 2022-2023’ report.

Resolved that:

(a)  The Representatives set out in Paragraph 6.0 of the report be deferred to the next Full Council Meeting

(b)  In the event of a vacancy arising – following the appointment of all posts by Full Council – delegated authority be granted to the Political Leaders to nominate replacement representative(s) and to supply such agreed nomination to the Chief Executive.

To receive report of the Chief Executive

Resolved that:

The report for Information be received.

The Mayor advised that there was no business deemed urgent.
