Councillor K O’Neill Leader of the Council addressed the Council and advised that a copy of his full report was available in the Members Lounge.

 

The Leader then gave an overview of the Council and thanked all Members, Officers and Staff of the Authority for their continued support, particularly in such difficult times of decreasing finance and for delivering high performing services for the Citizens of Merthyr Tydfil County Borough.

 

Councillor K O’Neill then referred the Council to the ‘Budget Requirement and Council Tax 2018/19 – State of the Council Debate’ report and moved the recommendations as contained within the report.

 

Resolved that:

 

(a)  The Council Tax increase of 4.15% for 2018/19 (‘Band D’ of £1,500.47) for the County Borough Council be approved

(b)  The Budget Requirement of £117.461 million for 2018/19 (Net Revenue Budget) be approved

(c)  A further utilisation of £69,000 from the Budget Reserve for 2018/19 be approved

(d)  The core funded Capital Programme of £37.142 million for the period 2018/19 to 2021/22 be approved

(e)  The Medium Term Financial Plan 2018/19 to 2021/22 (including the Treasury Management Policy and Annual Investment Strategy 2018/19) be approved

(f)   The Prudential Indicators contained within the Medium Term Financial Plan be approved with authorisation for managing and monitoring the authorised limit and operational boundary delegated to the Chief Finance Officer

(g)  The Minimum Revenue Provision Statement for 2018/19 as detailed in Paragraph 8.7 of the report be approved

(h)   The Chief Finance Officer’s comments relating to the robustness of the estimates and adequacy of reserves be noted

(c)  The Bedlinog Community Council approved precept for 2018/19 of £22,000 for the Community Council area be noted

(d)  The Welsh Government 2018/19 Non Domestic Rate for Wales of 51.4 pence in the £ be noted

(a)  The retention of the current 50% discount in the 2018/19 financial year in respect of Long Term Unoccupied Properties as defined in Class C of Section 12 of the Local Government Finance Act 1992 as amended be approved.  (See Appendix B of the report).

(b)  The determination to apply no discount in the 2018/19 financial year in respect of Long Term Unoccupied Properties as defined by Classes A and B of Section 12 of the Local Government Finance Act 1992 as amended by approved.  (See Appendix B of the report).

(c)  The determination to apply no premium in the 2019/20 financial year in respect of Long Term Unoccupied Properties, and Unoccupied and Furnished Dwellings be approved.  (This position to be reviewed in 2018 in relation to financial year 2020/21).
