Councillor D Sammon referred the Council to the Notice of Motion and read out the Motion in full.

 

Resolved that:

 

A report be brought to the Planning, Regulatory and Licensing Committee for the purpose of developing public involvement in the Planning Process with the intention being the introduction of the opportunity for the public to speak at Committee. This report should outline the pros and cons of changing the current format along with suggested protocol on the number of speakers, the length of time they can speak for and provision for the applicant of a right to reply.  After debate at the Planning, Regulatory and Licensing Committee if Members feel this is something they agree on and want to see actioned then a recommendation be made that it then be presented at the earliest opportunity to Full Council as this would entail a change to the Constitution.

Pursuant to this report and in accordance with the Local Authorities (Calculation of Council Tax Base) and Council Tax (Prescribed Class of Dwellings) (Wales) (Amendments) Regulations 2004, the number calculated by the Merthyr Tydfil County Borough Council for 2022/23 shall be 18,587.44 (18,430.74 – 2021/22) and for the area covered by the Bedlinog and Trelewis Community Council for 2022/23 shall be 1,163.52 (1,167.51 – 2021/22)
