Apologies for absence were received from Councillor S Jago, Councillor D Jones and Councillor H R Jones.

Members are reminded of their personal responsibility to declare any personal and prejudicial interest in respect of matters contained in this agenda in accordance with the provisions of the Local Government and Finance Act 1992 relating to Council Tax, the Local Government Act 2000, the Council’s Constitution and the Members Code of Conduct

Councillor C Davies Declared his Interest in Item Three - 3-16 Voluntary Aided Catholic School - Extended Site Consultation 2 as he lives in close proximity to the revised Option 2 – Greenie.

Councillor C Davies having Declared his Interest in this Item left the Meeting for the consideration of this item.

 

Councillor L Mytton led the Council in detail through the ‘3-16 Voluntary Aided Catholic School – Extended Site Consultation 2’ report and moved the recommendations as detailed in Paragraph 2.1 of the report and this motion was duly seconded by Councillor G Thomas.

 

Councillor A Barry then proposed an amendment to the recommendations in the report to include a third Option at 2.3 to read –‘None of the above’ and this amendment was duly seconded by Councillor D Hughes.

 

The Monitoring Offer then advised that questions could now be asked in relation to the amendment.

 

Questions were then raised by the Members on the amendment and were responded to in detail by the Officers and Members.

 

Guidance was also sought from the Monitoring Officer regarding voting if connection had been lost during the debate.

 

Comments were then made by Members on the amendment.

 

Councillor J Amos then proposed a further amendment namely – ‘That  whilst agreeing with the amendment that the Public Consultation Document as set out at Paragraph 9.14 must include the Pros and Cons of all Options including the proposed third word point that is neither of these.  This would give the opportunity of saying if you do go for neither of these, these are the consequences and the same goes for the others as well.  We can tell the public this is what is going to happen if you vote for this Option or this Option and depending on what they come back with then we can vote, giving the final vote’.

 

Councillor A Barry then sought clarification of the further amendment and sought clarification of the consequence of the further amendment on the Consultation Process.

 

The Monitoring Officer then gave guidance on the process in relation to the Motion, Amendment and Further amendment.

 

Councillor A Barry then confirmed that he was happy to incorporate the further amendment in his amendment but this was not agreed by Councillor D Hughes the seconder to the first amendment.

 

The Monitoring Officer then read out the further amendment as moved by Councillor J Amos and called for a seconder to the Motion but this further amendment was not seconded and therefore fell.

 

Further comments were then made by the Members on the amendment as proposed by Councillor A Barry.

 

Further advice was also given by Anthony Lewis on the amendment.

 

Councillor A Barry then requested a Recorded Vote.

 

The Monitoring Officer then advised that support from five Members was required for a Recoded Vote and requested a show of hands and confirmed that the number had been met and a Recorded Vote would be undertaken.
