Resolved that:

(a)    The new Whistleblowing Code annexed at Annex 1 be approved

(b)    The Council’s Constitution be updated to reflect the recommendation at Paragraph 2.1 of the report be approved.

Resolved that:

(a)    The Treasury Management Outturn Report for 2021/22 be received

(b)    The actual 2021/22 Treasury Indicators be received.

To consider report of the Chief Executive

Resolved that:

The Treasury Management Half Year Review Report for 2022/23 be received.

To consider report of the Deputy Chief Executive

Resolved that:

(a)    The adoption / readoption of Legislation listed in Annex 1 and 2 that are not to be the responsibility of the Executive in accordance with the Local Authorities (Executive Arrangements) (Functions and Responsibilities) (Wales) Regulations 2007 be approved

(b)    The delegation to the Head of Public Protection of the function of doing any act which the Council has a power or duty to do (including the power to serve any notice and to authorise Officers or other suitably qualified persons) that is necessary for the enforcement of any of the provisions contained in the enactments set out in Annex 1 that are not to be the responsibility of the Executive in accordance with the Local Authorities (Executive Arrangements) (Functions and Responsibilities) (Wales) Regulations 2007 and any Orders or Regulations or other instruments any modification or re-enactment and to authorise and institute legal proceedings in consultation with the Head of Legal and Democratic Services arising from any breach of those provisions be approved

To consider report of the Chief Officer Education

Resolved that:

The setting up of a Steering Group to develop a wider Welsh Language Event to coincide with Diwrnod Shwmae Su’Mae and secure external funding be approved.

To consider report of the Chief Officer Education

Resolved that:

The proposal to accept the recommendation that the sign-up of Merthyr Tydfil Borough Council as an active participant in the Schools and Employers Aspiring Learners (SEAL) be approved.

Condolences

The Mayor extended condolences to Councillor D Hughes and family on the passing of his Mother.

The Mayor also extended condolences to Councillor C Jones as her Husbands Funeral had taken place this afternoon.

Sympathy

The Mayor also expressed heartfelt sympathies to the people of Turkey and Syria in relation to the recent Earthquake.
