Councillor M Jones, having declared an interest in this item, left the meeting for the consideration of the item.  

 

Councillor A Barry led the Council through the Council Tax Premiums on Long Term Vacant and Periodically Occupied Dwellingsreport. 

 

Questions were then raised by the Members regarding collection rates and the number of properties brought back into use. 

 

Comments were made regarding the importance of bringing empty properties back into use. 

 

Resolved that: 

 

The Local Authority to consult with the residents of Merthyr Tydfil on the proposed changes to vary the council tax premium levels for Section 12(A) Long Term Empty properties based on how long a property has remained empty be approved.

Councillor A Barry led the Council through the Section 151 Cover - Interim Arrangements report. 

 

Questions were asked regarding the Section 151 cover and whether they would be able to attend Council meetings. 

 

Councillor G Thomas gave his thanks to members at Rhondda Cynon Taf County Borough Council and noted that it shows great collaboration between neighbouring authorities. 

 

Resolved that: 

 

(a)  The appointment of Barrie Davies as Interim Section 151 Officer for a period of 4 months, effective from 18th July 2024 be approved.  

(b)  The appointment of Stephanie Davies as Interim Deputy Section 151 Officer for a period of 4 months, effective from 18th July 2024 be noted.  

(c)  The additional budget associated with the above appointments, detailed in Section 5, be approved.

A number of Councillors thanked the Officers and Councillors involved in the new constitution for their contributions.
