The Chair welcomed Councillor D Sammon Chair Neighbourhood Services, Planning and Countryside Scrutiny Committee to the Meeting.

 

Councillor Sammon then referred to the ‘Draft Scrutiny Report – Pitch Fees and the Decreasing Rates of Participation in Team Sports in Merthyr Tydfil’ report and responded in detail to the questions raised by the Committee on the report.

 

A Member then referred to the recommendations and proposed an additional recommendation that a report be made back to Cabinet after consideration of the recommendations by the Officers.

 

Resolved subject to the foregoing that:

 

(a)       Cabinet and Officers explore options of employing an Outside Contractor to perform the maintenance of the Playing Fields which may help to realise savings, which could in turn be passed onto the sports teams.

(b)       As Merthyr Tydfil County Borough Council (MTCBC) collaborates with other Local Authorities on a wide range of matters, Cabinet and officers could explore the option of having a Service Level Agreement (SLA) with one or more of our nearest neighbouring Local Authorities to undertake the maintenance of the playing fields. This may help to realise savings, which could in turn be passed onto the sports teams.

(c )       Cabinet to explore the validity of creating a number of “Super Sites” such as those at “Hackney Marshes in London” or “Pontcanna in Cardiff” style sports fields centres where several pitches could be located close together with better facilities for sports such as rugby, football, cricket and athletics. To fund this, some of the 11 currently mothballed sites could be sold if they are deemed to be surplus to community requirements.

(d)       Cabinet to investigate funding options from various sources to subsidise costs incurred by sports teams. 

(e  )     Cabinet along with the Estates Department to investigate if Lease Agreement(s) can be drawn up with the Merthyr Tydfil Football League or individual clubs to undertake the maintenance of pitches. In addition to this, explore the possibility of funding being used to purchase equipment to enable the Lease Holders to effectively maintain the pitches.

(f)        Cabinet to explore the option with the Merthyr Tydfil Football League of the possibility of teams sharing facilities more to reduce costs. There are a number of current sites where there are two or more sports pitches which, if teams were willing to share the facilities, could lower the costs for the Merthyr Tydfil Football League.

(g)       That a report be made back to Cabinet after consideration of the recommendations by the Officers.

(a)  The level of payments to Independent Sector Residential and Nursing Care Service Providers are paid at the rates shown in Appendix 1 of the report be approved

(b)  The increase in fees for 2019/2020 be backdated and be effective from 8 April 2019 be approved

Councillor L Mytton led the Committee through the ‘Play Sufficiency Assessment 2019’ report.

 

A Member then recommended that a Workshop be arranged in relation to Play as it would be an opportunity for Members to engage with Officers in developing play and moving forward.

 

Resolved subject to the foregoing that:

 

(a)  The Play Sufficiency Report and Action Plan be approved and submitted to Welsh Government as required

(b)  That a Workshop for Members be arranged in relation to Play with the Play Steering Group, Officers and appropriate Partners

Councillor L Mytton referred to the ‘21st Century Schools – Community Learning Centres’ report and recommended that in relation to Paragraph 2.1 of the report that ‘the work be done in Partnership with Merthyr Valley Homes and Planning’ be added to the recommendation.

 

Another Member then recommended that a progress report be made to Cabinet in about twelve months time.

 

Resolved subject to the foregoing that:

 

(a)   Acceptance of the Grant award for the investment of £399,937 for the extension on the Community Hub allowing Estates to progress the project be approved with the work being done in Partnership with Merthyr Valleys Homes and Planning

(b)  Acceptance of the Grant award of £239,880 for the development of the Media Centre on behalf of 3G’s Development Trust be approved

(c)  That a progress report be made to Cabinet
