a)             The Provisional Capital Outturn Report for 2019/20 be noted.

 

b)             The budget amendments for core-funded projects as outlined in 4.1 below be approved.

 

c)             Variances to the revised budgets as per paragraphs 4.2 and 5.3 be noted.

 

d)             The amendments to the proposed 2020/21 budget following the 2019/20 carry forward requirements as per paragraph 4.3 be approved.

a)    The Provisional Revenue Outturn position for the 2019/20 financial year be noted.

 

b)    The non-utilisation of the budgeted contribution of £483,000 from General Reserves for 2019/20 be approved.

 

c)    The non-utilisation of the budgeted contribution of £1.295 million from the Budget Reserve for 2019/20 be approved.

 

d)    The transfer of £1.113 million to the Budget Reserve be approved, subject to an agreed proportion be made available to support value for money investment opportunities.

a)    Delegated authority be given to the Deputy Chief Executive and to the Council’s Environmental Health Officers to enforce the provisions of the Renting Homes (Fees etc) (Wales) Act 2019 and that the Council’s constitution be updated accordingly.

 

b)    Authorisation be given to Rent Smart Wales under the auspices of Cardiff City Council, as the Single Licensing Authority for Wales to exercise any function of an enforcement authority, in relation to Merthyr Tydfil County Borough Council’s area, for the purposes of the Act, including taking enforcement activity and bringing criminal proceedings pursuant to section 19 of that Act.
