Resolved that;

 

The following recommendations, be approved;

 

The implementation of the Animal Welfare (Licensing of Activities Involving Animals) (Wales) Regulations 2021 be noted.

 

Licensing officers be given delegated authority to determine Licences under the above Regulations in accordance with paragraph 3.6 of the report.

 

The Head of Public Protection or the Licensing Manager in conjunction with the Legal Department be given delegated authority to make decisions on written representations in accordance with paragraph 3.8 of the report.      

 

Any appeals against the Star Rating of premises be determined by either the Head of Public Protection or the Licensing Manager in accordance with paragraphs 3.10 and 3.11.

 

The Constitution be amended to reflect the implementation of the Animal Welfare (Licensing of Activities Involving Animals) (Wales) Regulations 2021 and to remove reference to the repealed Pet Animals Act 1951.
