Members of the Planning and Regulatory Committee are reminded of their personal responsibility to declare any personal and prejudicial interest in respect of matters contained in this agenda in accordance with the provisions of the Local Government Act 2000, the Council’s Constitution and the Members Code of Conduct.

Councillor T Chaplin declared a personal and prejudicial interest on item 5 (P/15/0103  -  Merthyr Tydfil Rugby Football Club) as a notice was published in the local press that the Cyfarthfa Ward Members were supporting this application.

Councillor B Mansbridge declared a personal interest on item 6 (P/15/0184  -  Former Merthyr Vale Colliery Site) as he knows one of the objectors.

Having declared an interest, Councillor T Chaplin left the meeting whilst this item was considered.

Erection of spectators stand including hospitality suite, training area and changing rooms, installation of artificial playing surface, erection of floodlights and dug-outs, creation of hard surfaced parking areas and 2 new access points.

RESOLVED that:

In accordance with the recommendation of the Head of Town Planning, the planning application be approved subject to the conditions outlined in the report.

Having declared an interest, Councillor B Mansbridge left the meeting whilst this item was considered.

A revised scheme (following planning permission P/09//0287) for the construction of a new highway including a roundabout, a road bridge, a footbridge, footpaths and cycle paths, lighting, earth bunding, an area for the disposal of Japanese Knotwood and other associated works.

RESOLVED that:

In accordance with the recommendation of the Head of Town Planning, the Planning Application be approved subject to the conditions outlined in the report.

Erection of three storey property containing one two bedroom flat and two one bedroom flats, with associated retaining works and parking area.

Following a request by a member of the Committee, it was:

A Fact Finding site visit be convened.   Members requested that Officers from the Highways Section be in attendance.

Erection of a single 500 kw wind turbine with a blade tip height of 77 m and associated hard standing area, sub station and transformer.

Following a request for a Fact Finding Visit, Geraint Morgan reminded Members that Committee had already held a meeting at the site, and it would  not be appropriate to attend a further Fact Finding Visit unless there had been a material change in the circumstances. 

RESOLVED that:

In accordance with the recommendation of the Head of Town Planning, the Planning Application be approved subject to the conditions outlined in the report. 

To consider a report of the Corporate Director (Place and Transformation).

Erection of a single 228 kw wind turbine with a blade tip height of 57.7m and associated hardstanding area, sub station and transformer.

RESOLVED that:

In accordance with the recommendation of the Head of Town Planning, the Planning Application be approved subject to the conditions outlined in the report.

Variation of a condition attached to planning permission P/11/0294 for residential development to extend the period of time for the submission of reserved matters.

RESOLVED that:

In accordance with the recommendation of the Head of Town Planning, the Planning Application be approved subject to the conditions outlined in the report and the applicant (and anyone else with an interest in the land) entering into a Section 106 Agreement.
