To consider report of the Interim Chief Executive


The Planning Officer led the committee through the report with the aid of a power point presentation and a short video of the site.


The following questions were raised by the Committee and responded to in detail by the Planning Officers in attendance.


·         The report states that the proposal is necessary for Welsh Water to address the requirements from the Drinking Water Inspectorate (DWI) to increase the storage capacity of the existing facility and avoid problematic water shortages in the future, is it normal practice to have an underground reservoir as a back-up for a drinking water supply


·         Is the purpose of the facility to store drinking water for a long period of time ensuring the surrounding area would have drinking water if there was a server drought in the future or is the water released into the current supply on regular basis.


·          What is the capacity of the existing facility


·         As this proposal is on Common Land and has to be approved by Welsh Government should there be a condition in the recommendations stating that work cannot begin until Welsh Government approval has been received


·         As the application site is located outside of the settlement boundary does the application have to be approved by Welsh Government


After consideration by Committee, it was Resolved that:


In accordance with the recommendation of the Head of Town Planning and Countryside, the application be approved subject to the conditions outlined in the report.

To consider report of the Interim Chief Executive


Prior to the Planning Officer presenting the application Councillor D Sammon put forward a motion to defer the application.


After consideration by Committee, it was Resolved that:


The application be deferred pending a report being presented to the next Full Council meeting, irrespective of whether that report is presented to Full Council this application will be brought back to the next Planning Committee on 10th February 2021.
