The Planning Officer led the Committee through the application with the assistance of a Power Point Presentation.
The following questions were then raised by the Committee and were responded to in detail by the appropriate Officer:
· Has any consideration been given to an exit / entrance onto the A460 Slip Road · Concerns regarding Air Pollution · Traffic during Construction – Large vehicles causing a problem · Nasty Junction · Other applications in the pipeline – Potential for the extension of Ffos y Fran – Issues of dust with this development in conjunction with other potential developments and potential Coal Mining · Volume of Traffic – Construction traffic – Question in relation to dust and pollution · Time frame for the proposal to change the junction - Spending cuts in Westminster – Concerns if can not get funding · Are the Schools in the area at full capacity – Has there been a change due to classroom capacity · Recorded Mine entries – How exactly is the developer going to deal with all these Mines littered across the site - Will there be a lot more drilling taking place – If deep down how to get at them – How many are there · Ground contamination – Nickel across the site – Soil deposits - How will this be done to make the site safe · Tonnes of Shale – How many Raft foundations will be required · Drainage report – Culvert running North to South – Should the conditions be already known · How are large vehicles going to avoid the area – Weight limit on Twynyrodyn Hill · What were the concerns of the South Wales Police · Parking along Elm Tree Grove – Has there been any preliminary investigation work · Play areas – A road in between the two areas – How do the Officer foresee this working and is it a safe route for Children between the two parks
Further comments were also made by the Committee on the application.
Councillor E C Galsworthy entered the Meeting at 5.30 pm and therefore did not vote on the application.

Minutes: Councillor J Thomas having Declared his Interest in this item together with Item 12 on the agenda left the Meeting for the consideration of these items.
Jo Baber then led the Committee in detail through the ‘Request to increase the age limit for Hackney Carriage and Private Hire Vehicles’ report.
Questions were then raised on the report by the Committee with an amendment being proposed to the recommendation.
The amendment proposed that:
Members increase the age limit for Hackney Carriage and Private Hire Vehicles as follows:
(a) Vehicles which seat up to Four Passengers from the current Four Year age limit to Six years old (b) Vehicles which seat Six to Eight Passengers from the current Four year age limit to Eight years old (c) Vehicles which provide Wheelchair access from the current Four year age limit to Ten years old
Debate then ensued on the amendment proposed with suggestions being made by the Committee regarding the age limits and by agreement with the proposer of the amendment it was
Resolved that:
(a) Vehicles which seat up to Four Passengers from the current Four Year age limit to Six years old (b) Vehicles which seat Six to Eight Passengers from the current Four year age limit to Six years old (c) Vehicles which provide Wheelchair access from the current Four year age limit to Eight years old

Hackney Carriage Vehicle Licence To consider report of the Chief Executive Minutes: Simon Jones referred the Committee to the ‘Hackney Carriage Vehicle Licence’ report and advised that in light of the decision taken by the Committee under Item 12 on the agenda – Request to Increase the age Limit for Hackney Carriage and Private Hire Vehicles there was no need for a decision on this item. |
