P/15/0104 - Land at 110 Heolgerrig, Heolgerrig, Merthyr Tydfil To consider report of Corporate Director Place and Transformation. Minutes: Application
New dwelling with the use of an existing access and associated works
The Head of Planning advised of a printing error in the report as the request to call the application to Committee received from Councillor Tony Chaplin in relation to this application had incorrectly appeared on page 23 in the report for application P/15/0197.
Resolved that:
The correction be accepted.
The Head of Planning then circulated to the Committee two e-mails dated 16 and 21 July 2015 that had been received from the applicants agent further to the publication of the agenda and addressed their contents.
Councillor Chaplin advised that he had been approached by the applicant and had advised that he could not provide advice but had stated to the applicant that in relation to the alleged use of the Caravan then the applicants should apply for a Certificate of Lawfulness.
Questions were then raised by the Committee in relation to:
· Road Safety / Road Improvement · Caravan on the site · Access usage · Right of Appeal
Detailed responses were then given by the Head of Planning to the questions raised.
Resolved that:
In accordance with the recommendation of the Head of Planning the Planning Application be refused for the reason as outlined in the report.

Erection of dormer bungalow
David Cross led the Committee through the report and in response to Councillor G Lewis’ request addressed in detail the concerns raised in the letter of objection together with other questions raised.
Resolved that:
In accordance with the recommendation of the Head of Planning the Planning Application be approved subject to the conditions as outlined in the report. |

P/15/0197 - Former St Johns Church, Upper Union Street, Dowlais, Merthyr Tydfil To consider report of Corporate Director Place and Transformation. Minutes: Application
Change of use of Church into twenty No apartments with associated internal and external works (Renewal of Planning Permission P/11/0031)
David Cross advised that since the publication of the report further comments had been received from Welsh Water and the Glamorgan Archive Trust which he shared in detail with the Committee.
David Cross also responded to questions raised on the application.
Resolved that:
In accordance with the recommendation of the Head of Planning, the Planning Application be approved subject to the conditions as outlined in the report.

David Cross advised that the same comments had been received from Welsh Water and the Glamorgan Archive Trust that had been addressed under the previous application.
David Cross also responded to the questions raised by the Committee.

In accordance the recommendation of the Head of Planning Listed Building consent be Granted subject to the conditions as outlined in the report. |
