Councillor H Barrett declared his interest in Item 13 – Private Hire Vehicle Licence as he had previously declared an interest at Brecon Beacons National Park Authority in relation to the applicant.

The minutes of the Planning and Regulatory Fact Finding Visit held on Monday 1 August 2016 – Change of use of part of the building to a Pharmacy, Morlais Medical Centre, Dowlais  be accepted as a correct record.  

The minutes of the Planning and Regulatory Fact Finding Visit held on Monday 8^th August 2016 – Construction of an embankment (engineering works) and provision of drainage ditch – land adjacent to former Mardy Hospital Site, Merthyr Tydfil be accepted as a correct record.

Judith Jones led the committee in detail through the report and highlighted that the applicant had amended the application to include an acoustic barrier in an attempt to overcome neighbours’ concerns.

Councillor A Jones and Councillor H Barrett having declared their interest in this item left the meeting for the consideration of the item.

Simon Jones referred to the Licensing Committee Meeting that had been held earlier in the day and gave details of the Meeting to the Committee.

Simon Jones then referred to the Private Hire Vehicle Licence report and advised that with regard to the recommendation, condition 3(a) should in fact be condition 4.1.

Questions were then raised by the Committee and were answered in detail by Simon Jones.

Resolved that:

In determination of this matter, and taking into account the circumstances of the case, Councillors waive condition 4.1 of the council’s Private Hire vehicle conditions and allow the vehicle to be licensed as a Private Hire vehicle.

The Chair advised that there was no other business deemed urgent.
