P/16/0128 - St Merryn Meat, Pengarnddu Industrial Estate, Dowlais To consider report of the Deputy Chief Executive Minutes: Application
Erection of a single wind turbine with a hub height of 50m and a maximum tip height of 77m and associated works.
The Planning Officer led the Committee in detail through the report.
The following questions were raised by the committee and were responded to by the Planning Officer:
· Are all consultees now satisfied with the assessments of the landscape that were carried out as part of the application
· Who would be responsible for the wind turbine if in the future the factory closed
· How will the wind turbine affect the carbon footprint of the business
After consideration by the committee it was
Resolved that:
In accordance with the recommendation of the Head of Planning and Countryside the Planning Application be approved subject to the conditions as outlined in the report.

P/16/0312 - Merthyr Tydfil Rugby Club, Cae'r Wern, Ynysfach To consider report of the Deputy Chief Executive Minutes: Application
Proposed new sports barn, two new access points and parking spaces.
The Planning Officer led the Committee in detail through the report and highlighted an amendment to Condition 5 where ‘car park’ should read ‘car parks’.
The following questions were then raised by the Committee and were responded to by the Planning officer:
· Can Planning Officers provide a better quality plan to ensure the Committee are able to see the outline of the proposed works
· How will users gain access to the sports barn from each car park
· How does this proposal help to reduce the need to travel, encourage the use of transport other than private car, avoid increase in traffic to unacceptable levels, and avoid causing or exacerbating highway safety problems as quoted in BW12 Council Policy
· Was the area of the barn initially allocated for 200 parking spaces rather than the minimum 83 spaces in this application and is there any indication of how many of the new spaces will be allocated to disabled people
· Is it correct that the Rugby Club wanted to construct car parking outside of the area which they currently control and were refused due to the lands amenity value
· Was the use of the land as car parking raised at any pre-application discussions
Resolved that:
In accordance with the recommendation of the Head of Planning and Countryside the Planning Application be approved subject to the conditions as outlined in the report.

Construction of a three storey community centre for the Gellideg Foundation with an attached single storey Early Years wing.
The Planning Officer led the Committee in detail through the report.
