The Chair advised the Committee that there was a change to the agenda order and that Item 9 Taxi Licensing – Application Policy would now be considered as Item 3.


Councillor John Thomas left the meeting after declaring his personal and prejudicial interest in the item.

 

The Trading Standards and Licensing Manager provided the committee with a summary of his report and welcomed questions from the committee.

 

The following questions were raised by the committee and were responded to by the Trading Standards and Licensing Manager.

 

·         In relation to Hackney Carriage and Private Hire Driver applicants holding a full UK driving licence for a minimum period of 12 months when an application has been made – Was this period of time considered to be long enough when creating the policy as it is felt that once you pass your driving test you are still learning to drive for a considerable period of time

 

·         Is the knowledge test going to be carried out by the Trading Standards and Licensing Manager in person

 

·         Will all applicants be expected to have a good understanding of the English language

 

·         A number of other local authorities have introduced a BTEC qualification for new applicants, have you given any thought to introducing this level of qualification for new applicants within Merthyr Tydfil

 

·         What pass percentage rate will be set for applicants sitting the knowledge test

 

·         Will all outlying villages be included in the knowledge test or will it be concentrated around the town centre

 

After consideration by the committee it was RESOLVED that:

 

The amendments to the Taxi Licensing Application Policy are approved and to go out for a 28 day consultation period for the introduction of a knowledge test.

Election of Vice Chairperson

Minutes:

Councillor John Thomas re-joined the committee for the remainder of the meeting.

 

The Chair introduced the item and asked the committee for nominations. Nominations were received for Councillor H Barrett and Councillor C Jones.

 

·         Councillor G Lewis asked for clarification in relation to Councillor H Barrett’s nomination as he is currently a member of the Cabinet.

 

A vote was taken and the Committee RESOLVED that:

 

Councillor H Barrett be elected as Vice Chair of the Planning, Licensing and Regulatory Committee.

 

·         Councillor G Lewis requested written clarification in relation to Councillor H Barrett’s position as Vice Chair of Planning, Licensing and Regulatory committee as he is a Cabinet Member for Neighbourhood Services, Planning and Countryside.

Minutes:

Erection of 2 No. 3 bedroom dwellings with associated site parking.

 

The Planning Officer introduced the item and explained to the committee that points raised at the Fact Finding Visit did not highlight any new issues that would change the original recommendations as outlined in the report.

 

The following questions were raised by the committee and were responded to by the appropriate Planning Officer.

 

·         In relation to Condition 12 which refers to the grassed communal area who will be responsible for maintaining this area

 

·         In relation to condition 11 – the widening of the rear lane, who will bear the cost of these works

 

·         In relation to an objection raised would the structural design certificate have to take into account whether there is any subsidence on this plot

 

After consideration by the committee it was RESOLVED that:

 

In accordance with the recommendation of the Head of Planning and Countryside, the application be approved subject to the conditions as outlined in the report.

The Planning Officer introduced the item and led the committee through the power point presentation in relation to the application.

 

The following questions were raised by the committee and were responded to by the Planning Officer

 

·         Clarification was sort in relation to the number of properties shown on the plan as it was unclear whether a number of the properties were detached or semi detached

 

After considerable consideration by the committee it was RESOLVED that:

 

In accordance with the recommendation of the Head of Planning and Countryside, the application be refused as outlined in the report.
