Minutes:

Councillor John Thomas declared a personal and prejudicial interest in Item 9 as a proprietor and taxi driver.

To consider report of the Deputy Chief Executive

Minutes:

Demolition of existing dwelling (Y Goedwig) and erection of 22 dwellings with associated access road.

 

Prior to the item being introduced by the Planning Officer the following questions was raised and responded to by the appropriate officer

 

·         Is it reasonable for a 106 agreement for 22 dwellings being sold on the open market to amounting to £85,000

 

·         The letter of objection states concerns in relation to the proximity and elevation of the site, will the new development be overlooking the adjacent properties and has it been considered

 

·         Can you confirm that the proposed footpath was to connect the new site to the park so it was only creating access for new residents

 

·         With the construction of the path not going ahead, will the responsibility to construct a path fall on the council in the future

 

After consideration by the Committee, it was RESOLVED that:

 

In accordance with the recommendation of the Head of Town Planning and Countryside, the application be approved subject to the conditions outlined in the report and the applicant (and anyone else with an interest in the land) ENTERING INTO A SECTION 106 AGREEMENT.

Minutes:

Construction of two buildings comprising 8 flats.

 

Councillor Clive Jones moved that a site meeting be convened in view of the fact that there are 15 letters of objection and it would be beneficial for members to view the site.

 

Resolved that:

 

A Fact Finding Site Visit be convened and that the appropriate Officers from the Planning, Engineering and Traffic Management Department be invited to attend.

Minutes:

Councillor John Thomas left the meeting after declaring a person and prejudicial interest in this item.

 

Paul Lewis led the committee through the report and provided a background in relation to why the report was being brought before the committee.

 

No questions were raised by the committee in relation to this item although comments were made that this would resolve issues that have been experienced under the last administration.

 

Resolved that

 

A report be submitted to Full Council recommending that a resolution be made giving delegated authority to both the Public Protection & Housing manager and the Trading Standards & Licensing Manager in consultation with the Chair or Vice Chair of Planning and the Head of legal & Democratic Services to determine applications to relicense drivers and vehicles made up to three days after the expiry of the previous licence.
