Proposed residential development of 39 houses with parking and new access road

 

The Planning Officer introduced the item and led the Committee through the report, presentation and also gave members feedback from the Planning Fact Finding Visit on the 12th June 2019. 

 

The following questions were raised by the Committee and responded to by the Planning Officer:

 

·         Scale and size of the development.

 

·         Clarification on whether this application be considered against the new DLP Policies?

 

·         Stability Assessment  -  does condition 6 and 7 cover any eventualities?

 

·         Clarification on the slope stability assessment.

 

Following discussion with the Committee, it was RESOLVED that:

 

·         In accordance with the recommendation of the Head of Town Planning and Countryside, the application be approved subject to the conditions contained in the report.  

 

Due to mayoral duties, Councillor Howard Barrett left the meeting at 5.30 pm and did not vote on this item.

The Planning Officer led the Committee through the presentation and highlighted the salient points within the report. 

 

A motion was put forward to convene a Site Fact Finding Visit and it was RESOLVED that: 

 

·         A Fact Finding Visit be convened and that the appropriate officers from the Planning, Highways and Estates Departments be invited to attend.

The following questions were raised by the Committee and responded to by the Planning Officer:

 

·         Clarification on the number of holiday lets at the property.

 

·         Will there be an increase in parking if this development goes ahead?

 

·         Clarification on the possibility of future applications being received in the street.

The Planning Officer introduced the item and led the Committee through the report, presentation and also gave members feedback from the Planning Fact Finding Visit on the 12th June 2019. 

 

The following questions were raised by the Committee and responded to by the Planning Officer:

 

·         Car park to accommodate the development as part of the Highway Safety Audit.

 

·         The location of the proposed chalets.

 

·         Viability Assessment.

 

·         Clarification on the letter received from Merthyr Tydfil Golf Club.

 

·         How did this application fit in with the Tourism Strategy?

 

·         Suitability of the site.

 

Following discussion with the Committee, it was RESOLVED that:

 

·         In accordance with the recommendation of the Head of Town Planning and Countryside, the application be refused for the reasons contained in the report.

The Chair agreed that this item would be considered at the start of the agenda.

 

Simon Jones referred to the Authority’s current Policy entitled “Merthyr Tydfil County Borough Council’s Taxi and Private Hire Licensing  -  Fitness Criteria for Drivers and Operators” which is used to assist members in determining licence applications and reviews of licences.    He advised it has been widely recognised that there was a disparity between Authorities across Wales and England on how licences were assessed and, as such, the Institute of Licensing has produced new guidance in consultation with other agencies and stakeholders which was published in April 2018.  

 

Following discussion, it was RESOLVED that:

 

·         The document attached at Appendix C entitled “Policy on determining the Suitability of Applicants and Licensees in the Hackney Carriage and Private Hire Trades” be approved.

 

·         “Grandfather rights” be granted to existing licence holders whereby the new Policy will not apply to historic convictions/information.

 

·         This Policy be scheduled for the next available Full Council Meeting for confirmation.
