The Planning Officer introduced the item and led the Committee through the report and presentation.

After consideration by the Committee, it was Resolved that:

The Planning Officer introduced the item and led the Committee through the report and presentation.


The following questions were raised by the Committee and responded to in detail by the planning officer:-

 

·         As this is a retrospective application, if refused what measures would be carried out to stop the activities.

·         Can you elaborate why the developer has not submitted the junction appraisal as requested.

·         Can the Agent for the application explain why the development has already started.

·         Is the Bar a licensed bar.

 

After consideration by the Committee, it was Resolved that:

Minutes:

Change of use from a dwelling into a self contained flat at lower ground floor and two, one bedroom holidays lets, (one at ground floor and one at first floor) to include the installation of two air conditioning units and new windows and door to the rear of the property (Retrospective)

 

The Planning Officer introduced the item and led the Committee through the report and presentation.


The following questions were raised by the Committee and responded to by the Planning Officer:-

 

·         Do we know why the applicant started work without having planning permission.

·         Should there be a fire escape.

·         Has the issue of the noise from one of the fans been resolved.

·         Has the noise from the boiler been resolved.

·         Clarity over the conservation officer’s concerns over the intensified use of the property.

·         Concerns regarding amount of additional car parking this development would create.

 

After consideration by the Committee, it was Resolved that:

 

The recommendation of the Head of Town Planning and Countryside for the application to be approved was not accepted.

 

The Legal Representative and Planning Officer addressed the Committee and requested the detailed reasons for the refusal.

 

On the request of the Committee Members, there was a brief adjournment after which the Members provided the reasons for refusal as follows:

 

·         There is insufficient parking provision to cope with the increased demand generated by users of the proposed holiday flats in what is a residential dead end street. This will rise to an unacceptable level of increased congestion in a street which is also used as a home/school travel route for secondary school pupils. 

 

·         The area is sited in the Thomastown Conservation Area. The proposed use of the building for holiday flats inot characteristic of the historic purposes of the terraced properties in this street and that it would have a significant impact on the character of the area. 

 

It was further resolved that:

 

·         The item be brought back to the next Planning Committee to confirm the reasons for refusal.

 

·         The Conservation Officer be in attendance at the next meeting in relation to her concern outlined in the report.

The Planning Officer introduced the item and led the Committee through the report and presentation.


The following questions were raised by the Committee and responded to by the Planning Officer.

 

·         What has altered since previous refusals of this application.

·         Clarity sought as to the description by the applicant of an existing dwelling, when it is actually a pile of rubble.

·         Whether a Fact Finding Site Visit would be appropriate.

 

A motion was put forward for a Fact Finding Visit to be arranged.    A vote was taken but the motion fell. 

 

A vote was then taken on the original recommendation and it was Resolved that:

 

In accordance with the recommendation of the Head of Town Planning and Countryside, the application be refused subject to the reasons outlined in the report.
