To consider report of the Interim Chief Executive

Minutes:

Change of use from a dwelling into a self contained flat at lower ground floor and two, one bedroom holidays lets, (one at ground floor and one at first floor) to include the installation of two air conditioning units and new windows and door to the rear of the property (Retrospective)

 

The Planning Officer introduced the item and provided the committee with a brief background of the item.

 

After consideration by the committee, it was Resolved that:

 

The recommendation of the Head of Town Planning and Countryside for the application to be approved was not accepted.

 

Councillor C Jones moved an amendment to refuse the application and the reasons for refusal were provided by Councillor M Colbran.

 

The reasons for refusal were:

 

·         The introduction of holiday accommodation in a historic residential terraced street would not preserve or enhance the character or appearance of the Thomastown Conservation Area. As such, the proposal fails to comply with Policy BW6 of the Merthyr Tydfil Local Development Plan.

 

·         There are insufficient on-street car parking spaces to cater for the increased demand that would arise from the proposed holiday accommodation. As such the proposal would result in increased congestion in a street, which is also used as a home/school travel route for secondary school pupils, to the detriment of highway and pedestrian safety. The proposal therefore fails to comply with Policy BW12 of the Merthyr Tydfil Local Development Plan.

 

 It was further Resolved that:

 

The Planning Committee Members resolution to refuse the application was approved.

 

The Committee then provided the names of the members who would attend an appeal if required on this application, namely Councillor C Jones and Councillor J Thomas.

Minutes:

Proposed construction of two detached dwellings

 

The Planning Officer introduced the item and led the Committee through the report and presentation. 

 

The following questions were raised by the committee and were responded to by the Planning Officer.

 

·         Clarification was sought in relation to Councillor D Sammons reasons for requesting this application be reported to the committee

 

Councillor C Jones provided the committee with a brief history of the application

 

·         Clarification was sought in relation to one objection which was that the development was to high causing the side door to overlook the objectors garden

 

·         With the developments footings being constructed with a 2 foot discrepancy has it effected the overall height of the development

 

·         Clarification was sought in relation to the changes made to the window and door and whether these changes had been negotiated by the Planning Officers.

 

·         Clarity was sought in relation to the omission of the 1m wide elevated walk way along the side elevation of Plot 1 and that a 1.8m high privacy screen is proposed to the rear patio area serving Plot 1

 

·         Can you confirm the distance between the new development and 7 Well Street

 

·         Can the Planning Department confirm that they have done all they can to mitigate the issue of overlooking

 

·         Clarification was sought in relation to the process the Planning Department undertake when issuing correspondence

 

·         Did the developer provide the Planning Department with any reasons why the houses were built in the wrong place and how did the planning department become aware of the discrepancy

 

·          Are the Planning Department happy that this is now a better application than what was originally submitted

 

·         In the images contained within the presentation the houses appear to be different heights is this correct

 

After further comments and consideration by the committee it was RESOLVED that:

 

In accordance with the recommendation of the Head of Town Planning and Countryside, the application be approved subject to the conditions contained in the report.
