Residential Development (200 Units), Engineering Works, Access Formation, Landscape, Drainage and Associated Works

 

The Planning Officer led the Committee through the application with the assistance of a Power Point Presentation.

 

The following questions were then raised by the Committee on the proposal and were responded to in detail by the Planning Officer:

 

·        Access to the site – Is one roundabout sufficient for the number of vehicles

·        Is there capacity in the local school – Further details requested on capacity

·        Further details requested on why there is only one access point

·        Extra traffic through the village

·        Extra details sought in relation to the Brandy Bridge

·        Further details sought in relation to Flood Risk Management

·        Details requested on the Levy

 

Resolved that:

 

In accordance with the recommendation of the Head of Town Planning and Countryside that the application BE APPROVED subject to the Conditions as outlined in the report.

Judith Jones led the Committee through the ‘ Merthyr Tydfil Replacement Local Development Plan (LDP) 2016 – 2031: Supplementary Planning Guidance (SPG) Note – Town Centre Conservation Area Management Plan (CAMP)’ report.

 

Further details were then requested by a Member in relation to the timing of the Consultation and the Briefing Session.

 

Judith Jones advised that there would be an eight week Consultation period that would end on 25 September 2023 with the Briefing Session early in September.

 

Resolved that:

 

The Supplementary Planning Guidance Note – Town Centre Conservation Area Management Plan for Public Consultation purposes be approved.

Jo Baber led the Committee through the ‘Animal Boarding Establishment Licence’ report and together with Simon Jones and Rhys Furmage responded to the following questions that were raised by the Committee:

 

·        Abidance to all of the extra conditions

·        Officers view of the premises

·        Is an agreement signed regarding the Conditions

·        Drainage at the site

 

After consideration by the Committee it was

 

Resolved that:

 

The Licence be Granted subject to amended conditions specific to this application and premises

Jo Baber referred the Committee to the ‘Five year Revision of Statement of Licensing Policy under the Licensing Act 2003’ report.

 

Resolved that:

 

(a)    The draft Statement of Licensing Policy attached at Appendix A of the report be agreed as the basis of a revised Policy to be subject to a public consultation

(b)    If relevant responses are received during the consultation period which require amendments to the draft Policy, it will be brought back before Planning, Regulatory and Licensing Committee for agreement before being taken to Full Council for approval and adoption

(c)    If no amendments are made to the draft Policy following the consultation period, it will be taken to Full Council for approval and adoption.
