Minutes:

The Planning Officer led the committee through the application with the assistance of a power point presentation.

 

The following questions were raised by the committee and were responded to by the planning officers in attendance.

 

·       Can you confirm if the caravans in the aerial image of the site are in storage or occupied

 

·       Can you please highlight the proposed location of the combined heat & power plant on the aerial view image shared via the power point presentation so the committee can see how close it will be to the residential premises

 

·       Will the noise from the proposed development be less than the noise produced from the nearby wind turbine

 

·       Can the Planning Officer confirm why the noise form the wind turbine wasn’t taken into account when carrying out the noise assessments

 

·       The noise levels were determined at two locations, but until the combined heat & power plant (CHP) is up and running we won’t truly know what the noise levels will be. Will the noise levels be checked if the application is approved

 

·       Can you confirm that even though there is a condition in relation to the noise no action or checks will be carried out unless a complaint is received from a member of the public

 

·       Can you confirm that if there was an objection from residents after the installation of the CHP would a noise assessment be carried out

 

·       Can you confirm what fuel they will be using to run the system

 

·       What sort of emission will there be from the stack

 

·       Are all the correct permits in place with Natural Resources Wales

 

·       Could we as a committee apply a condition to say that the noise levels will be tested over a period of time after installation

 

After further comments it was Resolved that:

 

In accordance with the recommendation of the Head of Town Planning and Countryside, the application be approved subject to the conditions outlined in the report.

Minutes:

Councillor C Jones moved that a site visit be called in relation to this application due to the issue overlooking and potential noise coming from the premise.

 

The motion was carried and it was Resolved that:

 

A Fact Finding Visit be convened and that the appropriate officers from the Planning Department be invited to attend.

 

Councillor C Jones also requested that the committee be granted access to the building in order to view Dixon Street from the top floor.
