Apologies received from Elizabeth Martin-Jones.  Members agreed that a letter be sent wishing her a speedy recovery.

Declarations of Interest

Members of the Standards Committee are reminded of their personal responsibility to declare any personal and prejudicial interest in respect of matters contained in this agenda in accordance with the provisions of the Local Government Act 2000, the Council’s Constitution and the Members Code of Conduct.

 

Minutes:

Councillor P Brown declared a personal and prejudicial interest in item 4 as he is representing the same electoral ward as Councillor T Chaplin.

The Monitoring Officer led the Standards Committee through the report.

 

Discussion took place with regard to the dispensation request and it was

 

RESOLVED that

 

Councillor Allan Jones be entitled to speak and vote on any matters relating to the Heritage Trust.

Councillor P Brown left the meeting while this item was discussed. 

 

The Monitoring Officer led the Standards Committee through the report and also advised that she had spoken to Councillor T Chaplin over the telephone to clarify details within his letter. 

 

Discussion took place with regard to the dispensation and it was

 

RESOLVED that

 

Dispensation be granted to Councillor T Chaplin to speak and vote on any Ffos-Fran related matters and also on any matters with regard to Access Issues and to Open Spaces.

Minutes:

The Chair agreed that this item be discussed at the start of the meeting.

 

Discussion ensued on the inconsistencies of fees paid to the co-opted members.

 

RESOLVED that

 

The Monitoring Officer will liaise with Helen Townsend of the Council’s Payments Section in relation to these fees and will write to each member about their individual payments.

 

A copy of the Independent Remuneration Panel for Wales Annual Report dated December 2011 be sent to the co-opted members which outlines the agreed entitlement for each meeting.
