Members are reminded of their personal responsibility to declare any personal and prejudicial interest in respect of matters contained in this agenda in accordance with the provisions of the Local Government and Finance Act 1992 relating to Council Tax, the Local Government Act 2000, the Council’s Constitution and the Members Code of Conduct

Carys Kennedy advised the Committee that Councillor Kevin O’Neill’s dispensation request was originally scheduled and considered at the meeting on the 28th July 2017 but that members refused the dispensation request on the grounds that not enough time had lapsed since he had been the Chair of the Merthyr Tydfil Leisure Trust.  

 

She then referred members to the meeting of the 20th July 2018 where Councillor Kevin O’Neill’s dispensation request was re-scheduled for consideration.   The members of the Committee were advised that the Governance Scrutiny Committee had been receiving updates on historical issues in relation to the Merthyr Tydfil Leisure Trust and, as such, it was resolved that the dispensation request be deferred until such time as the Scrutiny Committee had completed this process.  

 

Carys Kennedy further advised members that this dispensation request had been scheduled for today’s meeting as she had now received confirmation that the Scrutiny Committee will now only be receiving updates on the way forward for the Merthyr Tydfil Leisure Trust and that members are now in a position to consider Councillor O’Neill’s application for dispensation. 

 

Members therefore considered Councillor O’Neill’s dispensation request application, and it was RESOLVED that:

 

Councillor Kevin O’Neill be granted dispensation to speak and vote on any matters relating to the Merthyr Tydfil Leisure Trust.

The Chair reminded members that the Independent Member vacancy has been advertised in the Contact Magazine and also on the Authority’s Social Media sites and the deadline for applications is Friday, 9th November 2018.   .
