The Minutes of the SCARE Meeting held 26 November 2019 be accepted as a correct record.

Constitution/Membership Update


Angela Hill reminded the Committee of the Central South Consortium advert and the newsletter outlining what is SACRE and the invitation to apply to be on a SACRE.


Any responses to this advert would then be brought to the SACRE Committee to consider if the Committee wished to accept the application.

·         Minutes of the WASACRE Meeting on Thursday, 21st November 2019 (previously circulated to members).


·         Attendance at the WASACRE spring meeting on the 17th March 2020 at Merthyr Tydfil.


The Committee received the Minutes of the WASACRE Meeting held 21 November 2019.


Angela Hill referred the Committee to the WASACRE Spring Meeting that was being held on 17 March 2020 at the Civic Centre, Merthyr Tydfil and advised that SACRE Members were invited to attend this Meeting.


It was also agreed that the agenda for this Meeting would be circulated to the SACRE Members.


S Bernard Henderson entered the Meeting at 3.52 pm.


Curriculum updates: pdf icon PDF 248 KB

a.    Discussion of plans to change the name of RE to Religion, Values and Ethics and remove the parental right of withdrawal.


b.    Discussion and response to the new draft framework for RE with reference to the new Curriculum guidance issued in January 2020.

Press Release – Education Minister Kirsty Williams - Children in Wales will have universal access to the full curriculum 


The Chair referred to the Press Release from the Education Minister and stated that he felt there was need for more than careful and sensitive implementation.


Angela Hill advised that the comments of the SACRE could be raised at the WASACRE Meeting and to also seek further clarification on how the Minister intended to implement changes and what training would be available to Teachers. 


Committee Members then shared their views on the removal of the right of parents to withdraw their children from Religious Education lessons.


The Committee also indicated their support to the change of name of Religious Education to Religion, Values and Ethics.


Draft Framework for Religious Education


Angela Hill referred the Committee to the Welsh Government Curriculum for Wales Guidance Document and advised that more information would be available after the WASACRE Meeting.  She also advised that it may be necessary to convene a Special SACRE Meeting to discuss matters in relation to this Document.


The Committee also agreed that this matter be agendered for the next Committee Meeting.


Update on cross SACRE working


Angela Hill circulated to the Committee a Questionnaire on Cross SACRE Working for their consideration and invited the opinion of the Committee.


Suggestions were then made for questions on the Questionnaire such as:


·         Timing of Meetings


Questions were also raised in relation to:


·         Standing agenda item to receive information from other SACRE’s to gain an overview of what is happening elsewhere

·         Quorum for this Joint SACRE

·         The Local Authorities involved


Resolved that:


(a)  The Cross SACRE Working Questionnaire be circulated  to the four other Local Authorities

(b)  Angela Hill translate the Questionnaire prior to circulation

(c)   Angela Hill arrange a suitable date for a Cross SACRE Working Meeting

Angela Hill referred the Committee to the letter from WASACRE inviting the Committee to make nominations for new Members of the WASACRE Executive Committee.


No nominations had been received from the Committee for the positions.


The Committee then agreed that the nomination papers be recirculated to the SACRE Members inviting nominations.


Dates and venues for future meetings


The Committee considered the date and venue for the next Committee with the possibility of going out to schools as Meeting venues being considered.


Due to logistical issues the Committee agreed that Meetings in Schools should be held from the Autumn Term onwards.


Resolved that:


The next SACRE Meeting be held on Tuesday 16 June 2020 at the Civic Centre, Merthyr Tydfil commencing at 3.45 pm.


Councillor I Thomas entered the Meeting at 4.25 pm having been in attendance at a Social Services Scrutiny Committee Meeting.
