In order for new members to understand the remit of the SACRE function, Vicky Thomas outlined the composition, role and the responsibilities of the Local Authority in respect of this Committee.

The minutes of the meeting held on 7th March 2017 at Trelewis Primary School were submitted and approved.


Matters Arising


In relation to the Holocaust Memorial Day in January 2017, Sarah Bowen advised that she had shared details with the Schools.


Vicky Thomas advised that the following had been forwarded to Schools as agreed in the previous meeting:


·         Foundation Stage Flyers.

·         Analysis of examination results for 2016.

·         KS3 Levels Data 2015 and 2016.

·         Dates of the Network Meetings and their Lead Practitioners for GCSE contact details.


Schedule of meetings 2017/2018

Dates and venues to be confirmed at the meeting:


·         Late October / early November 2017

·         Late February / early March 2018

·         Early June 2018


Vicky Thomas advised the Committee that she will be finishing her work with Merthyr SACRE and today will be her last meeting.


She advised that Paula Webber, who is the current secretary of WASACRE, will be working with Merthyr Tydfil SACRE with effect from the Autumn meeting.


Members agreed that the next meeting will be on Tuesday, 24th October 2017 at 3.45 pm at the Civic Centre.   Due to Paula Webber’s new appointment as Independent RE Consultant of SACRE, the dates of the March and June 2018 meetings will be confirmed in the next meeting.


Revised Criteria for GCSE and GCE Specifications: Update pdf icon PDF 48 KB


Vicky Thomas gave an update on the revised criteria for RS specifications and advised the Committee of the 2 Curriculum Lead Practitioners for RE to provide support for non-core WJEC GCSE subjects.




The Committee notes the developments relating to the support for schools with the revised specifications for GCSE.


National Curriculum Review and Assessment: Update pdf icon PDF 96 KB


Sarah Bowen left the meeting at 4.15 pm.


Vicky Thomas advised Committee on the national curriculum review and outlined the timeline and process followed.


She gave a detailed update on the meetings held with Welsh Government in Spring Term 2017.




The Committee notes the contents of the report.

Estyn Update (Oral Update) pdf icon PDF 43 KB


Vicky Thomas referred to the meeting with Estyn on the 5th June 2017 and gave an update on the thematic review of religious education at KS2-KS3 to be conducted in the autumn term 2017 and the new Estyn Inspection Framework introduced from September 2017 and its implications for RE and SMSC.  She also referred to the areas of concern raised with Estyn in relation to current inspection of RE (meeting statutory requirements according to an agreed syllabus for Religious Education), KS4 RE.

Feedback on Spring Meeting on 3rd March 2017


Vicky Thomas led Committee in detail through the minutes of the WASACRE meeting at Usk, Monmouthshire on the 3rd March 2017.


Representation at the Summer Meeting on 7th July 2017


Vicky Thomas and the Chair, Councillor Ernie Galsworthy, confirmed that they will be attending the WASACRE meeting in Wrexham on the 7th July 2017.


Executive Voting for the period 2017


Vicky Thomas advised there are two nominations for two positions on the WASACRE Executive Committee.    The Committee took a vote and agreed to support both nominations, namely Alison Lewis (Swansea SACRE) and Gill Vaisey (Monmouthshire SACRE). They also agreed to support the nomination of Gill Vaisey in the position of Vice Chair. 


Vicky Thomas advised that she and Councillor Ernie Galsworthy have delegated authority to vote at the WASACRE meeting and will take this vote on behalf of the Merthyr Tydfil SACRE. 




No correspondence was discussed.

On behalf of the Committee, the Chair thanked Vicky Thomas for all her contribution and expertise through serving on Merthyr Tydfil SACRE and wished her well for the future.
