The Chair welcomed all parties to the Meeting.
Matthew Herbert led the Committee in detail through the report.
P C Steven Moseley Licensing Officer South Wales Police gave an overview to the Committee of the purpose and objective of the Licensing Officer role. He further advised that he strove to ensure positive relationships with the DPS of any premises and to provide guidance.
PC Moseley then gave details of the application and the reasons for his objection to the application as detailed in Appendix C of the report.
PC Moseley also advised the Committee in detail of an incident that had occurred in July 2023 involving the applicants son where there had been a serious road traffic accident where the applicants seventeen year old son had been driving a vehicle with a passenger whilst over the legal limit for alcohol. A visit had been made to the Club to view CCTV footage but due to a water leak there had been a malfunction of the equipment. Therefore he was unable to confirm any sales but that forensic analysis of the CCTV equipment was ongoing.
PC Moseley also gave details of an incident in August 2023 where the Police had been called due to a big disturbance at the Club but when the Police arrived people had left the area.
PC Moseley also gave details in relation to an incident at a charity event where there had been an unprovoked assault by a Committee member and the partner of the Committee member which he had referred to in Appendix C of the report.
PC Moseley also stated that one SIA Door staff was insufficient as there would be children present.
Therefore, he was objecting to the application as it did not meet the Licensing objectives.
A Member then enquired in relation to the number of SIA door staff required for a TEN and PC Moseley gave details of the minimum number of door staff that was required for an event of up to 499 which was the maximum number allowed for a TEN and that the Ratio was usually 1 for every 80 persons depending on the event but this he would expect four or five door staff.
A Member then referred to the Conditions attached to the Licence and the Committee were advised by Jo Baber that these Conditions had been added by a Licensing Committee following an application to add an outdoor area where there had been objections received from local residents and these Conditions had been added in relation to the outside area. The Pitch was not included only the Club House and the Annex but that for this application the Pitch was included as well.
The applicant advised that they did not intend to sell alcohol on the field but would be on sale in the Annex but that alcohol could be drunk on the Pitch.
