Application to Vary a Premises Licence - The Celtic Bar, Dynevor Street, Merthyr Tydfil

 

The Chair welcomed Mr Granville Thomas (Owner and Applicant), Mr Kevin O’Sullivan (Manager), Councillor L Minett-Vokes Park Ward Member and the Officers to the Meeting.

 

Jo Baber then led the Committee in detail through the report and appendices.

 

Councillor L Minett-Vokes Park Ward Member then referred to her letter objecting to the application outlined in Appendix B of the report and gave details of her objections relating to:

·        The other premises in the surrounding areas

·        Prevention of Crime and Disorder – The current Night time economy contributes to anti social behaviour very late at night and into the early hours

·        Volume of people accessing the night time economy in the area

·        Prevention of public nuisance – Reports of nuisance caused by intoxicated people walking around the area late at night

·        Concern of elderly local residents and other vulnerable people living nearby

 

The applicant then advised that he had been the owner of the premises for the past twenty-five years and had not had problems with the Police in this time.  He also advised that he had applied over the years for a number of Temporary Entertainment Licences and had never been refused these Licenses and that he did not think that the premises was an added problem to the local Police.

 

A Member then asked if the Police were objecting to the application and Jo Baber advised that the Police were happy with the application providing the premises agreed to adopt new Licence conditions proposed by the Police.

 

In response to concerns relating to food litter, the applicant advised that the premises did not sell food with the responsibility for this being on other premises in the area.  However, they had taken positive steps to clean the area of litter.

 

A Member then requested details on the opening hours of surrounding premises such as Kooler Night Club and Clwb Crown and was responded to in detail by Jo Baber.

 

Details were also requested in relation to customer numbers on Thursdays.

 

The applicant gave details of how the premises was wound down in the evening so there was no rush of customers leaving at the same time.  There was also a different clientele to Koolers at the premises as customers were predominately older.

 

With regard to public welfare the Manager was part of Pub Watch attending meetings and knew what was required.  Notices were displayed above and beyond required with Challenge 21 being adopted.  Plastic glasses had been in use for the past ten years and that the aim was to ensure to work with the Police to ensure the safety of customers.  The Ask Angela Policy was also in operation together with safeguarding and looking after customer interests.

 

The Manager also advised that he operated a zero tolerance policy towards Crime and Disorder in the premises.
