Minutes:

The Chair read out the recommendation of the report put forward in the Cabinet Report written 29th June 2016.

 

Councillor David Jones then went through the response from Cabinet in detail.

 

Stephen Thomas went through the report and the following questions on the report, Overcoming the Blight of Fly-tipping and Litter in the County Borough were raised by committee and were responded to as far as possible by the appropriate officer.

 

·         Is putting the boxes and bags together after being emptied now compulsory throughout the County Borough?

·         Has there been any consideration given of velcro straps being secured to the bags?

·         New scatter boxes have been distributed in certain areas, can this be monitored this before we spend any more money?

 

The Chair commented that he would like to thank the recycling section for all their hard work.

 

The Chair then read out recommendation 2.2. An options report be prepared for Cabinet as to whether additional resources can be made available to the Environmental Enforcement Team, specifically to deal with enforcement.

 

·         Are we going to employ extra staff to support this?

 

The Chair then read out recommendation 2.3. A cost benefit analysis for bulky waste items is undertaken with a view to significantly reducing or entirely removing the charge for this removal service.

 

·         Why don’t we pick up bathroom suites as they only get fly-tipped and we then have to pick them up?

·         Complaints are being received from OAP’s after the cost reduction for them has stopped.

·         Can these costs be reduced for them for bulk collection?

·         Can a list of what can and cannot be picked up be developed and what we can recycle on the two sites?

·         On the cost of fly-tipping can this be done monthly and put into the Contact Magazine?

·         Has a date been given for the appraisal?

 

The Chair then read out recommendation 2.4. As there are operatives at the amenity sites sorting through the waste brought in by residents, consideration by Cabinet be given to the Van Permit Scheme for non-commercial waste being suspended for six months in order that a business case can be prepared seeking options as to withdrawing the scheme in its entirety.

 

·         Can you confirm that there are no operatives working at these sites checking the waste?

·         Do the wardens check the general waste bags?

·         Can’t these checks be carried out by them for trade waste?

·         What is deemed as trade waste?

·         Why cannot more free permits be issued and how much would this cost?

·         Some people who use vans are not treated equally with household waste.

·         Why cannot owners with vans be treated the same as someone with a car for taking general waste to the centres?

·         Is the recycling from the Bont in Aberfan counted in our recycling target figures?

·         Normal household waste in trailers needs a permit why cannot this be checked by the wardens and taken?

The Chair referred the committee to the Performance Report – Waste, Fly-tipping and Litter.

 

The Chair handed over to Stephen Thomas who went through the report and the following questions were raised by committee and were responded to as far as possible by the appropriate officer.

 

·         Can we maintain and improve on these figures?

·         The tag warnings we put on the bins when too full and the refuse is then spilt onto the streets so street cleansing needs to pick this litter up does this affect our figures?

·         We need to congratulate community groups who go out picking up litter in certain areas.

·         Some refuse litter bins on streets are slowly being removed from everywhere are we finding this a help or hindrance?

·         Dog litter bins are also being removed why is this?

·         Who is going to empty them?

·         Places have been identified that need bins?

·         You say that for this indicator streets generated for scoring are randomly extracted from the street gazetteer.  How much reliance can you place on this indicator?

·         These indicators are just streets, not lanes, trails or any other rights of way?

·         Weekend hotspots, when does the cleaning start and finish in the town centre?

·         What are the areas in the town centre?

·         Would putting a big bin in the town centre stop it becoming a hotspot?

·         Appendix II, can you please ensure that the projects as shown are completed and up-to-date when you next report to scrutiny?

 

The Chair then referred Committee to the recommendation that the judgement and evaluations are noted and debated.

Minutes:

The Chair advised that there was a task and finish group held and attended by the Chair, Councillor Smith and Councillor Barrett and officers, they looked at recycling and landfill targets, street lighting and dark areas, Councillor David Jones has circulated an e-mail to all Councillors who should report back to him any street lighting issues with accurate information on location areas and when requesting recycling container bags can you please include house numbers and post codes so that we can monitor the number of receptacles to each property.

 

Street lighting has been actioned.

Minutes:

The Chaired referred the committee to agenda items 3 & 4 is this committee content to accept the report or do we need to make further recommendations.

 

Councillor Smith suggested that they wait for a joint meeting with partners and see if they have any problems arising with regard to a funding package being put in place.

 

The Chair advised that some valued points had been raised by members.

 

Councillor Slater referred to Agenda Item 3 and recommendation 2.4 that the point has been totally missed and that everyone present thinks we should be accepting trade waste when that is not what we want, not really sure on how we can move forward on that one as it is not about trade waste but the vehicle that is attending the centre not what’s in the vehicle.
