Minutes:

Steve Thomas presented the report to Committee providing an overview of recycling performance, where we were, where we are and where we want to be.

 

It was highlighted that the figure in 4.4 for 2017/18 was indicative and not yet confirmed.

 

The following questions were raised and responded to in detail by the Officers:-

 

·         Change in wood processor – how will this affect the figures and what happens to the 80% that is not recyclable

 

·         Has there been an increase in fly tipping since the introduction of smaller bins

 

·         What potential improvements can be made to increase recycling and encourage residents to recycle

 

·         Clarity sought on:-

 

-       whether the figures were local or national

-       improvements made since civic amenity sites back under control of local authority

-       correlation between the percentage, tonnage and cost

-       civic amenity site permits

-       feedback on trolley boxes/completion of scheme

-       difficult to recycle items - incontinence pads/nappies

-       fines issued to local authorities

-       potential efficiencies on recycling collection rounds

-       plastic film collection trial  

-       parks waste included in Waste Data Flow reporting

-       recycling of fly tipping

-       re-sale shop usage/location

-       vehicle breakdowns

-       revenue for non-contaminated compared to contaminated products

-       buyers to purchase recyclable materials

-       larger bin requests/follow up checks

-       number of houses per collection round

 

Committee thanked Steven Thomas for the detailed answers provided.

 

Resolved that:

 

a)    the content of this report be discussed and noted.

 

b)    the updated figures be provided to the Scrutiny Officer/Chair and brought back to Committee if necessary.

Paul Jones led the Committee in detail through the Environmental Enforcement Update report.

 

The following questions/matters were raised by the Committee and responded to in detail by the Officers:

 

·         Is the decrease in fly tipping due to reduced number of incidents or decrease in reporting

·         Clearing of fly tipping and enforcement on private land

·         Serving of FPNs

·         Covert cameras

·         Stop and Search

·         Length of time taken for prosecutions

 

Resolved that:

 

a)    The scrutiny committee notes the content of this report.
