John Raine led Committee in detail through the LDP 2006-2021: Annual Monitoring Report 2018.


Questions were raised by Committee and answered in detail by the Officers with regard to the following:


·         Welsh Government targets for the supply of housing land.


·         Acceptable level/target for the vacancy rate of retail premises in the Merthyr Tydfil Town Centre


·         SUDS system and impact on growth of new dwellings


·         Interaction with landlords in setting rent on commercial premises


·         Rates for commercial premises


·         Setting targets with no control over rent or rates


·         Changes/improvements to the Town Centre having regard to the outside business parks/shopping centres


·         Hoover  Strategic Regeneration Area


·         Re-allocation of housing land to commercial development land

The Chair advised that as this was a reoccurring item, the Committee would go straight into questions.


The following questions were raised by Committee and answered in detail by the Officers with regard to the following:-


·         Fly tipping – adequate outcomes/reporting processes/investigations/organised crime


·         5.17 - request for figures on when all businesses will be covered


·         Natural Resources Wales – what is large scale


·         Section 34 Notice - responses


·         Fixed Penalty Notices – rate of payments and timescales


·         5.24 – Welsh Government targets


·         Legislation and prosecutions


·         Assisting community groups


·         Covert cameras/surveillance

Scrutiny Referrals, Feedback and Follow up Actions


The Chair advised a request had been made to look at signage on the gyratory system (faded or lack of signs). 


The Chair agreed to make contact with Darren Chaffe for a response.

The Chair advised that Victoria Slade and Maria Lewis (Merthyr Valley Homes) will be attending the April Scrutiny Committee to explore how we can work together better.


Any other business deemed urgent by the Chair


The Chair advised he wished to form a task and finish group which ties in with health and well-being to explore pitch fees and the apparent declining number of residents taking part in team sports in the County Borough. 


Councillors L Davies and J Davies agreed to be part of the Task and Finish Group.


A member also noted the decline in Darts and Pool Leagues was a note for concern.
