Minutes:

The Chair welcomed Councillor D Hughes Cabinet Member, Annabel Lloyd and Angela Edevane to the Meeting.

 

The Chair then referred the Committee to the ‘Developing the Scrutiny Work Programme for 2017/2018’ report.

 

Resolved that:

 

The report be noted and the Committee commences the development of its Work Programme for 2017/18.

To consider report of the Chief Officer Social Services

Minutes:

Councillor D Hughes referred the Committee to the ‘CSSIW Performance Review of Merthyr Tydfil County Borough Council Social Services’ report.

 

Annabel Lloyd also refereed the Committee to the report and advised that under Paragraph 3.1 it should read ‘Denise Moultrie’ not ‘Denise Lawrie’.

 

The following questions were then raised by the Committee and were responded to in detail by the Officers:

 

·         Increase in Looked after Children – What is the situation in relation to the budget

·         Paragraph 3.2 – Request for the letter to be shared with the Committee

·         Should there be an investigation in relation to delayed discharge from hospital and the issue of bed blocking

 

Angela Edevane advised of the new Policy and that the Officers could Prepare a report for the Committee on this matter.

 

The Committee then agreed that a report be prepared for a future Meeting on Discharge Arrangements.

 

·         Paragraph 4.3 – What impact could there be on families

 

Angela Edevane advised that further details would be circulated to the Committee

 

·         Hospital Rapid Response Service – Request made for an update

 

The Chair then requested a breakdown on the Service and that this matter be considered by the Committee.

 

The Chair also referred to the Joint Meetings with RCTCBC.

 

·         Recruitment of Staff in Social Services – Is this a Local or National problem

·         Caseload numbers

 

Annabel Lloyd stated that she would share a recent report together with updating the Committee on this matter

 

The Chair then requested circulation of this report together with how to take the matter forward.

 

·         Paragraph 5.3 – Carers – Service Provision – Has this been addressed

·         Awareness of Assessment – Is this a Statutory Requirement

·         Third Sector Group involvement with Carers

Minutes:

Annabel Lloyd referred the Committee in detail to the ‘Children’s Services Strategy for Improvement Wellbeing’ report.

 

The following questions were then raised by the Committee and were responded to in detail by the Officers:

 

·         Ages of Looked after Children

·         Paragraph 5.3 – Key Projects – Budget Cuts and the Delivery of Key Services

·         How are Young Carers being helped and what is the involvement in mainstream projects

·         What is the timescale for this

·         Pathways to Employment

·         School Leavers with Autism

·         Paragraph 3.5 – Joint Working – Is this different from previously

·         Paragraph 4.1 – Population Needs Assessment – Request made for the results of this Assessment – Return to this in the future for evaluation

·         Paragraph 4.7 – Self Referrals – How can young people be helped to be more comfortable in relation to Self-Referrals

 

Resolved that:

 

The report be received together with subsequent reports which will provide a coherent basis from which Scrutiny Members can raise questions and challenge in pursuit of improving the Wellbeing of Children, Young People and Families in Merthyr Tydfil.

Councillor D Hughes referred the Committee to the Information report on ‘Welsh Community Care Information System (WCCIS)’.

·         Data Protection – Update requested on Training and Information

 

Annabel Lloyd advised that a written response would be provided to the Committee.
