Briefing Session

A briefing session for Panel members will be held from 11.30am to 12.00pm (approximately) prior to the arrival of any invited attendees or witnesses to the meeting.

The Committee discussed in detail the items on the agenda prior to the attendance of the Police and Crime Commissioner and the Chief Constable.

The Chair welcomed Mr Alun Michael Police and Crime Commissioner, Mr Peter Vaughan Chief Constable, Mr Umar Hussain, Mr Geoffrey Petty, Mr Cerith Thomas and Mr Mark Brace to the Meeting.

 

Mr Michael referred the Panel to the Police and Crime (Reduction) Plan 2014 -17 – Revision Document and outlined in detail:

 

·         Strategic Priorities

·         Governance

·         Organisations met during the course of the year

·         Key Drivers

·         Future Planning 2013/2014, 2014/2015, 2015/2016, 2016/2017

·         Priorities in the 2013 Plan

·         Revised Priorities

·         Crime and Disorder Reduction Plan – ‘Justice Re-investment’ Approach

·         Police: Action and Performance

·         Working with Police and Partners

·         Working with Criminal Justice

·         Work in Development

Questions were then raised by the Panel in relation to:

 

·         Probity of the Statistics

·         All Wales Policing Group

 

Mr Michael and Mr Vaughan then responded in detail to the questions that had been raised.

 

Resolved that:

 

(a)   The proposed variations to the Police and Crime (Reduction) Plan 2014 – 2017 be noted

(b)   The intention of the Commissioner to undertake a wider consultation on the Plan with interested parties and the public before reporting back to the Panel with his response and a final version of the Plan for further review by the Panel before the 1 April 2014 be noted

(c)   A Special Meeting be held in the second week of March 2014 for further review by the Panel of the amended version of the Plan for 2014 - 2017

Mr Michael referred the Panel to the report and advised that his recommendation to the Panel in relation to the Police Precept was an increase of 5%.

 

Mr Petty then gave details to the Panel in relation to the Financial Strategy:

·         Grant Settlement 2014 -15 and beyond

·         Impact of Top Slice

·         Funding and Settlement Inequities

·         The Budget ‘Gap’

·         Budget – Key considerations

Mr Michael then outlined the percentage increase, the amount extra per year and the total amount and again recommended a 5% increase in the precept.

 

Questions were then raised by the Panel in relation to:

 

·         Capital City Funding

·         Effect of the 5%

·         Impact on the Council Tax

·         Any underspend in the Police budget

 

Mr Michael, Mr Vaughan and Mr Hussain then responded in detail to the questions raised.

 

Simon Jones then advised Mr M Jones that he would be unable to vote on this item as he had left the Meeting for part of the presentation.

 

Resolved that:

 

(a)    A 5% increase to the Police Precept be agreed.

 

(b)   A 5% increase to the Police precept results in a £190.34 Council Tax on a Band D property.  This gives a total precept requirement of £89,243,181 which would be precepted on the relevant billing Authority in accordance with Appendix 7 of the report.

 

(c) On this basis the Resulting Net Revenue Budget Requirement for 2014/15                       would be £258,443,767 and this reflects the Capital and Value for Money Plans.

The Panel were referred to the responses to questions that had arisen from the October Meeting and Mr Vaughan responded in further detail to question four.

 

A Member then stated that this was an excellent way to receive responses and would recommend that this be kept as a standard item.

Capital City Funding

 

A Member recommended that a letter be sent to the Home Office and Welsh Secretary in relation to Capital City Funding for Cardiff.

 

Mr Michael advised that he would welcome a letter being sent from the Panel.

 

Resolved that:

 

A letter be drafted in support of Capital City Funding for Cardiff and that this draft be considered at the Special Panel Meeting to be held in March 2014.
