Minutes:

The Minutes of the Meeting held 20 January 2014 were received.

 

Under Present it was noted that Chief Superintendent should read Chief Constable.

 

Resolved subject to the foregoing that:

 

The Minutes of the Meeting held 20 January 2014 be accepted as a correct record.

 

 

4.

Briefing Session

A briefing session for Panel members will be held from 2.00pm to 2.30pm (approximately) prior to the arrival of any invited attendees or witnesses to the meeting.

 

Minutes:

The Committee discussed in detail the items on the agenda prior to the attendance of the Police and Crime Commissioner and the Chief Constable.

 

A Panel Member then referred to  Meeting attendance figures.

 

Resolved that:

 

A letter be sent to all member Councils detailing Member Meeting attendance figures together with a request for confirmation of Membership prior to the Annual Meeting of the Panel.

 

A Panel Member then referred to correspondence from the Home Affairs Select Committee and suggested a joint Welsh response from all the Panels in Wales.

 

Simon Jones advised that he would pursue this issue with the Welsh Local Government Association and report back to the Panel.

Minutes:

The Chair welcomed Mr Alun Michael Police and Crime Commissioner, Mr Peter Vaughan Chief Constable, Mr Mark Brace, Mr Cerith Thomas, Ms Jan Pickles and Mr John Rose to the Meeting.

 

Variation of the Police and Crime (Reduction) Plan 2014-17

 

Mr Michael referred the Panel to the Variation of the Police and Crime (Reduction) Plan and led the Panel in detail through the report in relation to:

 

·         Introduction

·         Background

·         Consultation

 

A Panel Member then referred to Appendix B of the report and enquired if a number of groups such as Diverse Communities and Older People had been omitted from the Consultation or from the appendix.

 

Mr Michael advised that he was sure that it was an omission from the appendix but that he would report back to the Panel on this.

 

Force Delivery Plan

 

Mr Vaughan circulated to the Panel a copy of:

 

·         South Wales Police Force Delivery Plan 2014 -15

·         Planning and Performance Framework Chart

 

Mr Vaughan then outlined to the Panel how the Police and Crime Plan would be pursued through the Force Delivery Plan over the next twelve months.

 

A Panel Member then enquired if the Panel or Panel representative could be invited to observe briefings in the Force.

 

Mr Vaughan advised that Panel Members were welcome to attend.

 

Further questions were then raised by the Panel and were answered in detail by Mr Michael and Mr Vaughan.

 

Resolved that:

 

The Revised Police and Crime (Reduction) Plan 2014-17 be approved.

 

Appointment of Assistant Police and Crime Commissioners

 

Mr Michael introduced Ms Jan Pickles and Mr John Rose to the Panel.

 

He then outlined to the Panel in relation to:

 

·         Introduction

·         Background

·         Recruitment Process

 

Ms Pickles and Mr Rose then addressed the Panel and answered in detail questions raised.

 

Councillor Peter Rees left the Meeting at 3.55 pm.

 

Resolved that:

 

The appointments of Ms Jan Pickles (seconded for nine months) and Mr John Rose as Assistant Commissioners be noted.

 

Extension to the Chief Constable’s Appointment

 

Mr Michael outlined to the Panel in relation to:

 

·         Introduction

·         Background

 

Resolved that:

 

The decision of Mr Michael to extend Mr Vaughan’s contract by three years to 31 December 2017 be noted.

 

Engagement of Police and Crime Panel Members

 

Mr Michael referred to his invitation to Panel Members to engage with or to be informed about different aspects of work under the Police and Crime Plan.

 

The Chair then thanked Mr Michael for his invitation to the Panel Members.
