Minutes:

The Minutes of the Meeting held 30 January 2015 were submitted.

 

Arising on Item 5 recommendation (b) the Panel agreed that the Minutes be amended to read ‘the Police and Crime Commissioner for South Wales provides the Panel with a report detailing the steps taken by him to reduce the costs of running the Commissioner’s Office.’

 

Resolved subject to the foregoing that:

 

The Minutes of the Meeting held 30 January 2015 be accepted as a correct record.

4.

Briefing Session

A briefing session for Panel members will be held from 10.35am to 11.05am (approximately) prior to the arrival of any invited attendees or witnesses to the meeting.

 

Minutes:

The Committee discussed in detail the items on the agenda prior to the attendance of the Police and Crime Commissioner and agreed the agenda items for the next Panel Meeting.

The Chair welcomed Mr Alun Michael Police and Crime Commissioner, Mrs Sophie Howe Deputy Commissioner, Mr Mark Brace and Mr Cerith Thomas to the Meeting.

 

Mr Michael referred the Panel to the Draft Police and Crime Reduction Plan 2015 – 18 and also circulated a further report in relation to Consultation with Stakeholders that gave detail of:

 

·         Background to the Consultation

·         Summary of Results

·         List of Stakeholders

 

Sophie Howe also referred to the Plan and gave details in relation to services to end violence against women and advised that she would be happy to make a Presentation at a future Meeting on the work being undertaken in this area.

 

A Member referred to the Plan and the paragraph in relation to Understanding Mental Health Needs and requested that at a future Meeting a further update be given to the Panel.

 

Another Member referred to the Plan and the paragraph in relation to child sexual abuse and the work being undertaken on mapping the future partnership action needed and requested an update to the Panel when this work had been undertaken.

 

Mr Michael and Mrs Howe then responded in detail to the issues raised by the Panel on the Plan.

 

Resolved that:

 

The revised Police and Crime Reduction Plan be accepted.

 

 

 

6.

Mr Michael circulated to the Panel details of the Commissioner’s Structure and Responsibilities and referred in detail to:

 

·         Former South Wales Police Authority Committee Structure

·         South Wales Police – Police Reform Act 2011 Structure

·         Former South Wales Police Authority – Members’ Responsibilities

·         Former South Wales Police Authority areas of Scrutiny and Accountability

·         Former South Wales Police Authority Support Team

·         Support Structure Comparison

·         Commissioner’s Support Team

·         Police and Crime Commissioner’s Additional Areas of Work and Responsibility

·         Stage 2 Transfer

 

Questions were then raised by the Panel and were answered in detail by Mr Michael.

 

Resolved that:

 

The report be received.

 

The Chair then thanked Mr Michael, Mrs Howe, Mr Brace and Mr Thomas for the Presentation and update to the Panel.
